I. Goals for Use of Technology and Telecommunication
- A. Goals ( Aligned with state OPI Ed Tech Plan [Ed Tech N], Multi-year, 3 years minimum [E-Rate 1c] )
- 1) Academic Achievement, aligned with 5YCEP goals [Ed Tech A, B] [E-Rate 1]
- 2) Student and Teacher Technology Literacy [Ed Tech A] [E-Rate 1, 1a, 1b, 1d]
1) It is the goal of Shelby Public School District to provide the students with the skills to complete assignments in all curriculums using technology in accordance with our 5YCEP. Time frame: Every year Measured by: TAGLIT Survey Action Plan: Train teachers on how to implement technology in to their curriculums. Federal Correlations: Title II, Part D
It is also the goal of Shelby Public School District to provide interested students with the knowledge and skills necessary to complete the testing requirements for the CompTIA A+ certification. Timeframe: Every year. Measured by: Successfully completing the work on the computers as well as completing course testing regiments. Action Plan: Student will learn by actively participating in printed material studies, internet research, and physical interaction with computer hardware and software.
2) It is the goal of Shelby Public School District to have a realistic strategy for using telecommunications and information technology to improve education and increase student achievement in our district. Based on the National Educational Technology Standards for Students (http://cnets.iste.org/students/), Shelby Public School District strives to initiate and sustain the most effective learning environments through technology integration. Research evidence supports that technology is most effectively integrated into instruction when educators and education decision makers develop detailed plans for infusing technology as a tool to increase learning opportunities. Establishing New Learning Environments (ISTE NETS Project, 2002)
The most effective learning environments meld traditional approaches and new approaches to facilitate learning of relevant content while addressing individual needs. The resulting learning environments should prepare students to:
1. Communicate using a variety of media and formats - through application software to communicate visually, graphically, and artistically. 2. Access and exchange information in a variety of ways - through LAN and/or WAN capabilities in our district student and staff can collaborate on projects. 3. Compile, organize, analyze, and synthesize information - through application software to communicate visually, graphically, and artistically. 4. Draw conclusions and make generalizations based on information gathered - using selected technology to enhance student performance and achievement. 5. Know content and be able to locate additional information as needed - using appropriate technology to enhance performance and achievement. 6. Become self-directed learners - through the completion of independent projects using appropriate technology. 7. Collaborate and cooperate in team efforts - using project based learning strategies. 8. Interact with others in ethical and appropriate ways - as set forth by the Shelby Public School District acceptable use policy.
Our goals will be assessed annually using OPI Teacher Comfort Survey, TAGLIT, and the GTCC Technology Comfort Surveys for both students and faculty. Professional Development opportunities will be utilized to increase teacher technology literacy as identified in the 5YCEP.

Shelby Public School District will provide opportunities for ongoing, sustained, and intensive high quality professional development to ensure that the staff knows how to use the new technologies to improve education and increase student achievement. Research evidence supports attendance and participation of teachers at high quality professional development opportunities pertaining to technology builds teacher confidence and interest in technology and that administrative allocation of time for teachers to collaboratively learn and practice using technology can increase teacher confidence and interest in technology. Shelby Public School District will commit to upgrading and replacing as necessary all of the hardware and software in use by the students and faculty. Shelby Public School District, as a member of the Golden Triangle Cooperative, endorses the use of the Golden Triangle Cooperative research based, Montana Content and Standards aligned, curricula as referenced in our 5YCEP. 1) Research based teaching strategies [Ed Tech D]
Shelby Public School District strives to increase teacher content knowledge to facilitate increased student improvement using the following strategies to meet the OPI Ed Tech Technology Plan Goals.
These goals, as identified by OPI Ed Tech (Office of Public Instruction, 2007), are:
Strategies that result in effective instructional applications of technology's impact on teaching and learning are related to analytical incorporation of lesson or unit plans that describe how available hardware, networks, and content applications will be used to assist implementation of instructional objectives. Additional research and evaluation confirms that technology enables the development of higher order thinking skills when students are taught to apply the process of problem solving and are then allowed opportunities to apply technology in development of solutions in addition to working in collaborative groups while using computers to solve problems, and then using technology presentation with communication tools to present, publish, and share results of projects. Shelby Public School District pledges that all students and teachers have increased access to educational technology and our teachers are prepared to integrate technology effectively into curricula and instruction. Our students and staff have access to technological resources including hardware, software, and technology integration support staff.

Shelby Public School District will encourage the development and utilization of innovative strategies for the delivery of specialized or rigorous academic courses and curricula through the use of technology, including distance-learning technologies, particularly for areas that would not otherwise have access to such courses and curricula due to geographical isolation or insufficient resources.

The Shelby Public School District will make every effort to ensure the effective use of technology to promote parental involvement and increase communication with parents, including how parents will be informed of the technology being applied in their child's education so that the parents are able to reinforce at home the instruction their child receives at school.

Teacher technology proficiency, technology use and integration will be assessed annually using TAGLIT, OPI Teacher Comfort Survey and GTCC Teacher Technology Comfort Survey. Assessment of the effectiveness of the continuous and ongoing professional development strategies is assured at Shelby Public School District by membership in the GTCC whose Advisory Board reviews current professional development strategies with recommendations based on current research practices annually.
Shelby Public School District will identify and promote curricula and teaching strategies that integrate technology effectively into curriculum instruction, based on a review of relevant research, leading to improvements in student academic achievement.

Shelby Public School District will monitor progress toward these goals and make mid-course corrections in response to new developments and opportunities as they arise.
